An exciting opportunity has arisen within the Estates and Facilities department at Tameside and Glossop Integrated Care NHS Foundation Trust for a dynamic and experienced Project Manager to join the Trust to deliver a range of Strategic Estate schemes in partnership with Tameside Council.
With comprehensive knowledge of managing projects and a proven record of delivering projects to time, the successful candidate will work closely with the Strategic Estates Group, Executive Directors, Operational Managers, Clinical Leaders and members of the public to develop, plan, implement, manage, monitor and evaluate specific projects or change initiatives across the Tameside and Glossop Locality., The main purpose of this post is to manage and deliver the project objectives of the Tameside Strategic Estates Group. In particular, there will be a number of PLACE-based multi-stakeholder projects developed and delivered across Tameside.
The postholder will be required to work closely with the Strategic Estates Group, Executive Directors, Operational Managers, Clinical Leaders and members of the public to develop, plan, implement, manage, monitor and evaluate specific projects or change initiatives., + Ensure the scope and purpose of each designated project is clear through the preparation of an agreed Project Initiation Document (PID), to be approved by the Strategic Estates Group. This needs to include clarification of the benefits expected as an outcome of the project, as well as the scope, quality standards, targets, budget, timeframe and any other agreed constraints
+ Develop business case(s) for agreed projects, usually including an option appraisal, using data and information to ensure that proposed changes are compatible with strategic objectives, that timescales are realistic and that they are financially robust.
+ Responsible for the delivery of detailed project plans, which includes as a minimum:
+ All tasks, logically grouped that are needed to deliver the various phases of each project
+ Predicted, elapsed and actual resources for each project task
+ Responsibilities assigned to each project task
+ Dependencies, inter-dependencies and critical path
+ Monitoring progress against plan including explaining differences and offering options for recovery
+ Identification and management of specific project risks
+ Identification of the resources required to ensure the successful delivery of each project. When considering resourcing plans, the post holder should consider the time required for key stakeholders to be involved in planning the change, staff to implement it, facilities, venues for meetings, training of staff on new systems, information requirements etc.
+ Facilitation of meetings with key stakeholders within the Borough and attendance where appropriate at forums within Greater Manchester in order to negotiate, agree priorities and relevant action plans
+ Fostering of collaboration between SEG members, colleagues from TMBC and health care organisations in the delivery of specific projects and assignments.
+ Establishing project management systems to effectively manage and control projects and documentation.
+ Supporting improvements to current management information, analyzing, reporting and suggesting procedures to enhance decision making processes.
+ Working with members of SEG to investigate the causes of any variance from target / plan and proactively contribute to the implementation of solutions.
+ Reviewing and developing policies and procedures to support the delivery of designated projects.
+ To act as lead for all project queries.
+ Taking responsibility for the appropriate dissemination and version control for all key project documents to relevant parties.
+ Chairing meetings as required including the timely preparation of appropriate agendas, papers, presentations and reports.
+ Responsible for ensuring agreed surveys are commissioned across a range of properties.
+ Liaison with any suppliers involved in the delivery of designated projects, ensuring that their input is clearly specified, tendered and contracted if necessary, and that suppliers deliver as required
COMMUNICATION
+ Communicate widely across both organsiations and external partners, using a broad range of verbal and non-verbal skills and techniques.
+ Communication will often be highly complex, sensitive and/or contentious requiring excellent skills in delivering and receiving information and dealing with difficult situations through involvement, consultation and negotiation.
+ Undertaking any other administration tasks as required by SEG.
+ Engage with a wide range of stakeholders in the successful delivery of the agreed projects.
+ Prepare and deliver formal presentations to internal and external groups that may be large and diverse in nature and the information may be highly complex, sensitive and/or contentious.
+ Develop, write and deliver regular and ad hoc reports for the Strategic Estates Group
FINANCIAL MANAGEMENT
+ Review and monitor project resources to track income and expenditure and escalate any deviation from agreed resource.
+ Ensure projects deliver Value for Money and promote excellence.
+ Highlight any resource implications directly or indirectly related to the project(s).
+ Operate within the Trust's standing orders, standing financial instructions and scheme of delegation.
ANALYITICAL AND JUDGEMENT SKILLS
+ Gather and analyse highly complex and sometimes contradictory, conflicting or incomplete information and formulating an appropriate response.
+ Monitor progress against key deliverables including analysis and interpretation of a range of routine and complex facts and situations.
+ Provide appropriate challenge to individuals or groups to ensure the delivery of the project.
PLANNING AND ORGANISATIONAL SKILLS
+ Manage and monitor a number of competing deadlines and ensure adherence to the overall project plans, instigating corrective action where possible and escalating material issues.
+ Develop detailed project plans to ensure delivery of the programmes to agreed budget, scope and quality standards, taking account of interdependencies.
+ Adhere consistently to good practice in project management methods across all areas of responsibility.
+ Plan and implement new ways of working, which may require staff from a number of unrelated areas to work collaboratively in the delivery of this.
