At Derbyshire, we have been on a journey to transform the way we deliver highway services to make them fit for the future and allow us to invest effectively in our network. As we begin to implement our new structure, we have an exciting leadership opportunity which will be key to ensuring that the Highways Service continually improves, evolves and is sustainable into the future.
Our Service Improvement and Sustainability function will be designed to support managers across the Service to assess areas of opportunity within our Value for Money Framework. The role will lead on the training and development of our highways staff with a particular emphasis on the creation of career pathways for colleagues at all stages of their careers.
Reporting directly to the Highways Director, this role will lead and manage the newly created Highways Commissioning Board, advising on the continual refinement of the Service's operating model to achieve the evolving objectives of an effective, efficient and value for money Service., + Reporting to the Highways Commissioning Board on Service trends to allow a programme of continuous improvement to be established and manage the resulting implementation programmes.
+ Conduct annual Value for Money assessments and performance compliance audits across all functions within the Highways Service.
+ Design, development and implementation of internal cost models and external fee levels for the Highways Service
+ Ownership of the Service career grading structure and the development pathways for staff at all levels. Manage the development of graduates and apprentices within the Service as well as the Highways Training Centre.
+ Build positive relationships with managers across the Highways Service to ensure that the function is seen as a positive contributor to the development of their functions and services.
We are looking for someone with

+ Relevant professional qualification plus significant experience in a similar work environment or extensive highways related experience backed by evidence of appropriate specialist knowledge.
+ Ability to lead, manage and develop staff with an understanding of employee relations and associated HR activities.
+ Excellent leadership skills to convey a clear vision and lead employees to support high quality service provision. High level interpersonal, communication and presentation skills, both oral and written with ability to influence and negotiate at all levels.
+ Proven ability to develop and implement Service re-design to improve service delivery and efficiencies.
+ Experience and understanding of managing capital and revenue budgets within a local authority setting.
