Full Job Description

DVSA are finalising their transformation from Procurement and Contract Management teams into a Category Management approach. The Category Management approach is recognised as best commercial practice by the Government Commercial Function (Cabinet Office), and its introduction supports a new DVSA Commercial Strategy that has been approved by the DVSA Board. The Category Management approach means that commercial requirements will be brigaded into categories by spend and type and managed holistically through the entire commercial cycle (pre-procurement and market engagement; procurement; and contract management and benefits realisation), resulting in improved commercial services to the business and cashable and non-cashable efficiency savings over the whole life of commercial arrangements. The role holder will be responsible for supporting the continuing development of the category approach, they will work in a small category team and report to the Senior Commercial Category Manager of
their category.
As a Commercial Officer your main responsibilities will be:
+ Support the leadership team as they work to embed the new DVSA Commercial Strategy and the introduction of a Category Management approach, and year on year improvements thereafter, this will include the development, planning, delivery, management, and continuous improvement of their assigned commercial category.
+ Provide advice on the latest developments in public sector procurement in relation to their assigned category.
+ Provide commercial guidance and advice to the business in relation to their assigned category.
+ Use sound presentation and communication skills.
+ Support a strong commercial focus and a persuasive future vision based upon the new DVSA commercial strategy.
+ Adopt a Management Information (MI) regime to drive improvement and utilise MI to help inform commercial strategy decisions.
+ Execute management responsibilities effectively and in line with DVSA policies and processes, working with, leading and acting as a role model for team members and colleagues in line with Civil Service values. Determine and plan their team requirements, including allocating resources and prioritising activities, over the short to medium term by fully understanding the business environment in which the team operates, the overall team objectives, ensuring their team fully understands and works to these requirements.
+ Engage and collaborate with a range of internal and external stakeholders in relation to assigned category.
+ Build close and valued relationships with business owners to make sure business needs and commercial objectives are met.
+ Engage with people with honesty and integrity, upholding the reputation of
+ the agency, department and the civil service.

+ Experience of the commercial cycle including pre-competitive supplier engagement, supplier selection, tender evaluation, contract award and ongoing contract management.
+ Experience of public sector procurement, e.g., EU Procurement Regulations and using Crown Commercial Service frameworks and the Digital Marketplace.
+ Experience of operating in a category management environment, or a knowledge of the principles of a category management approach.
